Born March 17, 1915 graduated from New Hanover High School 1931.

Howell studied art in summer artists colonies among them Woodstock, NY with artist/teacher Charles Rosen.  He was noted as one of North Carolina’s distinguished and prolific artists.  His works have been exhibited in a number of shows in eminent museums, the Metropolitan Museum of Art, New York, the Corcoran Gallery of Art, Washington, DC and the Art Institute of Pasadena, California
